2023 Project Period (2023-1-TR01-KA171-HED-000118743) 2024-2025 Academic Year Fall Semester Erasmus+ KA 171 Mobility for Studies with Third Countries Not Associated to the Programme Applications (Kosovo)
ERASMUS+ KA 171 Programme
ERASMUS+ KA 171 student study mobility is carried out within the framework of the existing bilateral agreements of the higher education institution holding the Standard or Extended ERASMUS+ University Charter to exchange ERASMUS+.
The action is that the student registered in the higher education institution carries out a part of his/her education in the higher education institution abroad, which is a partner from third countries not associated to the programme with a bilateral agreement.
This call is open for the bachelor degree students who are studying in Faculty of Business. Applicants will be studying at the partner university Universum College in Kosovo for the 2024-2025 Fall semester. The quota which is determined for this mobility activity is “2” for Faculty of Business students.
Selection Process, Required Documents and Minimum Requirements for Mobility for Studies
Students must first meet the following minimum requirements to participate in the activity:
- Being a full-time student enrolled in a higher education program at any of the formal education cycles (first, second or third cycle) within the higher education institution
- Having a minimum of 2.20/4.00 CGPA for first cycle (undergraduate) students,
- The associate degree graduation grade being minimum of 2.20/4.00 for students who have transferred from the associate degree, whose transcript has not been prepared yet at the application stage,
- High school graduation grade being minimum of 75/100 for first year students,
- Having a minimum of 2.50/4.00 CGPA for second and third cycle (graduate) students,
- Having enough courses or non-course ECTS credit load for study mobility. For master’s and doctoral students who do not have a course load, for example, who are in the thesis period, a learning agreement can be arranged for a non-course workload of 30 ECTS in one academic semester,
- The total period not exceeding 12 months with the new activity if the applicant has benefited from higher education mobility activities in the 2014-2020 and/or 2021-2027 Erasmus+ periods within the current education cycle.
In addition to the average of academic success and foreign language scores; when calculating the Erasmus selection score of students regardless of being awarded with a grant or not, or being selected for study or internship mobility within the same education level under the Erasmus+ program (2014-2020 or 2021-2027) of the same project type, a deduction of 10 points is applied for each activity previously participated.
The applications of students who
- Do not have a previous IUE English Proficiency Exam score,
- Transferred from different universities to IUE from 2-year programs
- Enrolled in 2-year Associate Degree programs where the medium of instruction is Turkish, and
- Study at the Master’s level but do not have any English Proficiency Exam score before starting the program
will not be accepted.
The evaluation criteria and weighted scores to be used in the evaluation of mobility applications are listed below:

Matters to be Considered Before Application:
- The University and Turkish National Agency cannot be held responsible for the difference that may occur between the candidate status in the application and the finalized selection results.
- The number of students which will be awarded with a grant will be determined by the faculty-based ERASMUS+ grade of the applicants in accordance with the total grant amount allocated to our University under the ERASMUS+ KA 171 Project with Third Countries not Associated to the Programme (Kosovo) by the Turkish National Agency.
- Please contact your departmental ERASMUS+ coordinator before deciding to apply for mobility. The list of ERASMUS+ coordinators at all departments can be accessed on listesine https://ects.ieu.edu.tr/new/idari.php?id=29
- Students who are enrolled in a double major program can only apply for mobility from one of their majors during the same application period.
- Students who want to benefit from Erasmus+ study mobility are obliged to take at least 30 ECTS credits in a semester. Depending on the academic program of the partner university abroad, the courses that can be taken in a semester can be a maximum of 33 ECTS and a minimum of 27 ECTS.
- If the number of courses you can take at the university you plan to attend that are accepted as equivalent to the courses in your department will not satisfy you or will significantly increase your course load after you return, it is recommended to question whether it is in your best interest to apply for the mobility program. Otherwise, you may have deprived other students of their potential rights by applying to a program that you may decide not to participate later.
- Remember that after the grant allocation has been made, the amount of the grant that has not been used must be returned to the National Agency. This may risk the acceptance of grant increase requests by the University in the following periods.
- Students studying abroad within the scope of the Erasmus+ program pay the tuition fees for that semester to IUE according to the dates specified in the academic calendar. They do not pay tuition fees to the university abroad. However, all expenses such as accommodation, transportation, personal expenses, nutrition, health insurance are the responsibility of the student.
- The students who will benefit from the Erasmus+ Mobility for Studies, should check the academic calendar of the universities which they wish to choose. The students should make their choices in a way that will not affect the period they will continue at IUE.
- Students bear all responsibility for not being able to register for courses at IUE after returning from the partner universities, exceeding the period of absence from classes, and affecting their academic success as a result of the academic calendar of IUE and the partner university being incompatible.
- It is possible for the activity to start physically during the pandemic period and then turn into virtual mobility depending on the conditions of the pandemic and the decisions of the countries/institutions.

Additional Grant Support for Students with Fewer Opportunities:
For the outgoing mobility for studies, students with fewer opportunities are described as individuals who meet one of the following criteria:
- Those who are subject to Law No. 2828 (Those who are protected under law no. 2828 by the Ministry of Family and Social Services)
- Students who have protection, care, or shelter decisions under Law No. 5395 on Child Protection
- Those who do not have any other parental income but receive orphan/death pension
- Spouses and children of martyrs/veterans (Only for participants who are citizens of the Republic of Turkey)
- Those who receive subsistence allowance for themselves or their families (It is sufficient to present a document proving that the student, his/her parents, or guardian received financial support from Municipalities, public institutions and organizations (Ministries, Social Assistance and Solidarity Foundations, General Directorate of Foundations, Red Crescent, AFAD, etc.) at the time of applying for Erasmus.)
- Individuals with at least 50% disability rate documented by Disability Health Board report as per the "Regulation on Disability Assessment for Adults" published in the Official Gazette No. 30692 dated February 20, 2019.
- Students who receive disability or subsistence allowance under Law No. 2022 dated 01.07.1976 regarding the granting of Monthly Allowance to Needy, Weak, and Orphan Turkish Citizens Aged 65 and Over, and Disabled and Needy Turkish Citizens, one of whose parents or guardian is a beneficiary.
- Those who themselves or their first-degree relatives receive aid from AFAD for disaster victims.
Scholarships from “Kredi ve Yurtlar Kurumu” and similar scholarships, other grants, aids, and scholarships of a merit-based nature, as well as one-time assistance, are not considered within the scope of financial aid mentioned.
Additional Grant Support is provided to students fitting the aforementioned criteria, upon their request and subject to documentation of their circumstances, in the following amounts according to the type of mobility:

Travel Support:
In Mobility with Third Countries not Associated to the Programme, travel expenses of students are additionally supported with a grant.

NOTE: Universum International College is located in the city of Pristina, Kosovo. The straight-line distance between Izmir and Pristina is 691.43 km.
Green Travel Support:
Green travel is the use of low-carbon emitting public transportation for the journey. Bus, train, and carpooling are under this category. To be eligible for green travel support, green travel must be used for both outgoing and return, with more than half of the journey must be completed using green vehicles.
In addition to the grant amount specified in the table below, individual support grants of up to 4 days are provided to students/new graduates who preferred green travel.
In the case of using sustainable transportation vehicles (green travel), the declaration of the person receiving the travel grant will be used as supporting documentation.

- The allocated grant support is intended for specific purposes, and it is not expected to cover all expenses.
- No additional payment is made from the ERASMUS+ fund for expenses such as dormitory fees, dormitory deposits, health insurance, etc. These expenses are covered by the student themselves.
- 70% of the ERASMUS+ grant is paid before the student exchange, while the remaining 30% is paid after the mobility and completion of procedures.
- The ERASMUS+ grant is calculated based on the date indicated in the acceptance letter sent to the student by the partner universities before the student's departure, and the 70% amount to be deposited before departure is transferred to the student's account. The student receives the remaining 30% grant payment based on the dates and success status indicated in the participation certificate, which they will submit to the International Relations Office after completing their mobility.
- For students who fail to successfully complete 2/3 of the total credits of the courses taken at the partner university within the ERASMUS+ program, the remaining grant payments are not made. If there is any amount to be refunded according to the final calculations, the student is requested to reimburse it.
- The right to partially or completely withhold the grant of students who do not follow the course program specified in the Learning Agreement, fail to attend classes or other activities, or are unsuccessful, or to request the repayment of the payment already made, is reserved.
APPLICATION PROCESS AND METHOD
Students who wish to apply for the ERASMUS+ program for the FALL semester of the 2024-2025 academic year can submit their applications starting from April 15, 2024, through the website https://turnaportal.ua.gov.tr/giris using their E-Government passwords.
